On an ordinary Tuesday afternoon, a moment near Owings Mills Boulevard and Strawhill Court became a tragedy that left behind sorrow, unanswered questions, and a profound sense of loss.

At approximately 2:40 p.m., Wanda was struck by a vehicle as it traveled southbound on Owings Mills Boulevard. Despite the efforts that followed, she was pronounced deceased at the scene.
